Company Overview



In 2000, PHS was requested by the New York State Department of Health Bureau of Women’s Health to re-engineer an existing client server system that collected neonatal healthcare information to a statewide web-based application. This web-based application, known as the Neonatal Intensive Care Unit System (NICU), is used by hospitals with neonatal intensive care units. The NICU application serves as a system to monitor healthcare quality and surveillance for public health.


The NICU System is primarily used by neonatologists, nurses, and professional data entry personnel. Medical information is transferred from patient medical charts into the NICU System where it is stored both accurately and securely. The System was designed to allow users the ability to import batch data, eliminating the amount of staff time spent on costly data entry. Because the application is web-based, all medical information entered into the System can be viewed by NICU Hospitals across the State of New York. This feature is very helpful to NICU personnel when they receive patients from other hospitals. NICU System users are able to view medical information that was entered by another facility under “read-only” permissions. Our development team implemented this feature to ensure HIPAA compliance at all times. The System also allows users the ability to generate and print helpful reports, such as the Patient Listing Report and a NICU Summary Report.


Originally, the NICU System was a prototype used by select hospitals in the Upstate New York Region. Due to the success of this prototype, the NICU System was offered to all hospitals in New York State with established NICU Units. The System defined fifteen Regional Centers across the state to help coordinate participation between NICU hospitals in close proximity to each other. These Regional Centers are typically assigned to hospitals with the most advanced Level Four NICU ratings. PHS works closely with NICU Regional Leaders who coordinate and analyze statistics in a specific geographic region. Regional Leaders are able to view both site specific and regional NICU statistics to monitor healthcare quality in their region. The NICU System also provides the New York State Department of Health the ability to view statistics on a statewide basis. This data plays a crucial role in determining the number of NICU patients by facility in the State of New York.


Over time, the benefits of the NICU System became so apparent that New York State mandated participation in all NICU hospitals. The System has now been implemented in over eighty New York State hospitals. Several of these hospitals have been ranked in the Top Ten Best Hospitals in New York State. This list includes New York Presbyterian University Hospital of Columbia and Cornell, ranked number six nationally by U.S. News & World Report in 2006 for overall patient care. PHS prides itself on working with the most cutting-edge Level Four NICU Hospitals in the country. Today our NICU team provides users with help desk support and continuous product maintenance.
