Company Overview



In 2001, the New York State Department of Health awarded a contract to PHS to develop a web-based vital records system called the Statewide Perinatal Data System (SPDS). SPDS provides near real-time data to the New York State Department of Health for use in three major program areas: Vital Records Registration, Medicaid Newborn Enrollment, and Public Maternal and Child Health Surveillance for hospitals and communities. SPDS also provides vital records registration capability to local county health departments and certain Federal agencies, including the Social Security Administration and the National Center for Health Statistics.


At the hospital level, SPDS collects birth-related data and generates complete and lawful birth registrations, electronic birth certificates, and Paternity Acknowledgement forms. A bar coding system is printed on the birth certificates to ease the burden of filing records and to provide an accurate retrieval system when necessary. SPDS also sends information to the New York State Medicaid System. Birth records are loaded into the Medicaid System’s database on a nightly basis, guaranteeing newborns will immediately receive proper medical treatment. SPDS’ data exchange with New York State’s Medicaid System permits the sharing of birth-related data between New York City and the rest of the state. In a similar fashion, local county health departments can download birth-related data for babies born in hospitals within said county and to resident mothers outside their county. The New York State Department of Health’s Bio-statisticians utilize SPDS’ data files for the purpose of statistical analysis.


The Social Security Administration receives birth-related data from SPDS on a nightly basis. This information confirms social security numbers are assigned correctly to each newborn in New York State. The National Center for Health Statistics, a branch under the CDC, also analyzes birth related data from the SPDS system to accurately generate birth related statistics.


The Bureau of Vital Statistics relies heavily on the Statewide Perinatal Data System. Vital Statistics reconciles physical birth certificates filed by Registrars through SPDS. If there appears to be an error, Vital Statistics can make amendments or corrections to New York State and out-of-state birth certificates through SPDS.


Today there are over 150 hospitals, 57 Counties, 10 Regional Perinatal Centers, and the New York State Department of Health actively using the SPDS.
