Company Overview



In 2001, PHS was awarded a contract from the New York State Department of Health, Vaccines for Children Program (VFC) to perform system analysis and develop a solution that would address New York State’s vaccine distribution needs. PHS was required to work extensively with the current Vaccine Management system known as VACMAN that is distributed by the CDC. Contract deliverables included business analysis, functional specifications documents, application development, testing, implementation and support.

PHS worked directly with the New York State Department of Health, vaccine distributors, the EDS Call Center, and the CDC to define business requirements for VACMAN. A PHS business analyst identified system improvements that would achieve the following objectives: streamline order processing, tighten accountability for all parties involved in vaccine distribution, dynamically control vaccine distribution at the project level to meet changing business needs, and manage vaccine back-order situations.


VACMAN 3.1 was developed by PHS to New York State on time and within budget. The enhancement features allowed them to increase productivity and eliminate the need for a third-party call center. The system yielded a significant cost savings to the VFC Program. PHS’ enhancements were so successful that both New York City and New Jersey VFC Programs adopted the application into their daily VFC Program operations.


Today, we have partnered with the CDC to incorporate an enhanced order-processing module as a standard feature in VACMAN 4.1. We are working with the New York State Department of Health on a new web-based front end system that will interface with VACMAN 4.1 and the future Vaccine Ordering and Distribution System (VODS).
